Montana House Bill 211 Passes, Authorizing Beer and Wine Delivery from Grocery Stores
HELENA, MT – April 04, 2025 – This week, Governor Greg Gianforte signed Montana House Bill 211 (K. Zolnikov) authorizing the delivery of beer and wine from grocery stores by third-party delivery companies. This landmark legislation marks a significant step forward in modernizing alcohol sales in the state and provides greater convenience to Montana consumers.
Tom Kerr, General Counsel of the Adult Beverage Alliance, praised the bill’s passage, stating, “this legislation is a win for Montana consumers, offering safe and convenient same-day delivery of beer and wine. By implementing robust age verification measures and responsible delivery practices, we’re ensuring that adults can enjoy their favorite beverages at home while maintaining the highest standards of safety and compliance.”
Brad Griffin, President of the Montana Retail Association, highlighted the benefits for local businesses: “House Bill 211 opens up new opportunities for Montana’s grocery stores and pharmacies. This additional sales channel will help our members better serve their customers, adapt to changing consumer preferences, and potentially increase their revenue streams in an increasingly competitive retail landscape.”
Representative Katie Zolnikov (R-Billings), House sponsor of the bill, stated, “House Bill 211 brings Montana’s alcohol sales laws into the modern era while maintaining our commitment to public safety. The bill will take effect January 1, 2026, after rulemaking by the Montana Department of Revenue.
